I. Position Overview
The Texas Health and Human Services Commission (HHSC), through the Department of Information Resources (DIR), is seeking one (1) experienced Business Analyst 3 to support business systems analysis and technology initiatives.
The selected candidate will analyze and evaluate business systems, gather and document requirements, and work closely with business stakeholders and IT teams to support system development and implementation efforts. The role requires strong experience in business process analysis, data analysis, system design support, and software development lifecycle methodologies.
All work products resulting from this project will be considered "works made for hire" and will become the property of HHSC.
Candidates may be required to undergo criminal background checks as authorized by Texas law.
II. Key Responsibilities
The Business Analyst will be responsible for the following activities:
• Review, analyze, and evaluate business systems and user needs.
• Work with stakeholders to formulate systems that align with business strategies.
• Conduct business process analysis and process reengineering.
• Identify technology solutions to improve business operations.
• Document functional and technical requirements for system development.
• Prepare solution options and risk assessments.
• Perform financial analyses, including:
o Cost-benefit analysis
o Return on Investment (ROI)
o Buy vs. build evaluations
• Develop detailed documentation describing:
o User needs
o System functions
o Program modification requirements
• Serve as a liaison between business stakeholders and IT teams, including:
o rchitecture
o pplication development
o Project delivery
o pplication support
• Participate in software development lifecycle activities, including:
o Requirements gathering
o Design reviews
o Testing coordination
• ssist in unit testing, system testing, and user acceptance testing (UAT).
• nalyze raw data and provide insights as part of data analysis activities.
• Support project teams with analysis, documentation, and implementation support.
III. Required Experience & Qualifications
Candidates must meet or exceed the following minimum requirements:
Experience Requirements
• 8+ years reviewing, analyzing, and evaluating business systems and user needs.
• 8+ years of experience in business analysis methodologies and practices.
• 8+ years participating in software development reviews.
• 8+ years assisting development teams with analysis, design, and testing.
• 8+ years experience supporting:
o Unit testing
o System testing
o User Acceptance Testing (UAT)
• 8+ years knowledge of Software Development Life Cycle (SDLC) methodologies.
• 8+ years experience planning and organizing multiple assignments with high accuracy.
• 8+ years strong written and verbal communication skills with both business and technical teams.
