Utility Worker I - Streets Division

Description:

The City of Ashland is looking for a candidate to perform skilled and semi-skilled work in the construction, maintenance, and repair of street facilities and storm drains; receive, store, and distribute public works equipment and supplies; and perform other work as assigned. As a Utility Worker I, candidates will perform the routine duties under immediate supervision of assigned job activities and work towards achieving an Oregon Class A license.
 

Upon successful performance of the main job activities and ability to obtain an Oregon Class A license with tanker and air brake endorsements within the first 6 months of hire, candidates may have the opportunity to advance to a Utility Worker II classification.

ESSENTIAL JOB FUNCTIONS:

Depending on assignment may drive pickups or utility trucks, dump or water trucks, and/or other vehicles. May be required to tow a trailer. May operate a backhoe, loader, skid steer, paver and screed, roller, sweeper, or other heavy equipment. May operate and maintain a variety of hand and power tools such as jack hammers, compressors, chain saws, cut off saws, pavement saws. Use a variety of computerized devices and tablets. Set up, utilize, and maintain a variety of traffic control equipment.

Use and properly care for a variety of specialized hand tools, vehicles, and equipment; deliver parts, materials, tools, and equipment; perform basic repairs as needed.

Provide technical assistance and participate in the training of staff; assist in the implementation of department/division goals and objectives; participate in safety training programs and other related functions.

Gather and compile data for various programs, projects, and reports; prepare reports related to assigned functions; maintain logs, records, and files in accordance with state and federal laws and regulations and City policies and procedures; provide accurate and legible data input for timesheets, workload planning, and other related documents.

Use of email, cell phone, and/or a two-way radio for dispatching and routine communications.

Perform work involved with the construction, cleaning, maintenance and repair of City streets, sidewalks, storm drains and rights-of-way, including but not limited to:

  • Perform manual labor in a variety of weather and temperature extremes at all hours.
  • Sweeping, patching, crack sealing, repair, resurfacing, and inspection of asphalt and concrete streets and bridge decks.
  • Form, pour, and repair concrete on roads, curb and gutter, and sidewalks.
  • Perform general clean-up and minor maintenance of public works facilities.
  • Provide general cleanup for vehicle crashes and remove dead animals from City streets, rights-of-way, and properties within the City.
  • Perform design, layout, installation, and maintenance of street striping, and pavement markings, both paint and thermoplastic, by hand and with equipment.
  • Perform maintenance, repairs, inspections, and construction of storm drain infrastructure including pipes, culverts, ditches, inlets, and outfalls.
  • Install, maintain, replace, inventory, and inspect various street and regulatory signs.
  • Respond to emergency situations including but not limited to: flooding, storm events, snow removal, vehicle accidents, hazards removal from rights-of-ways, and spill response and clean up.
  • Provide work zone and special event traffic control including device set up and flagging.
  • Perform vegetation management including, code compliance inspection and notifications, as well as pruning, mowing, and clearing of easements, ditches, roadsides, and city properties.
  • Scheduled and unscheduled overtime, respond to after hours call backs, and on-call needs.

AUXILIARY JOB FUNCTIONS:

Maintain proficiency by attending training conferences and meetings, reading materials, and meeting with others in areas of responsibility.
Follow all safety rules and procedures established for City of Ashland employees.

Perform other work as assigned.

REQUIRED MINIMUM QUALIFICATIONS:

EDUCATION, TRAINING, AND EXPERIENCE

Education: Possession of a high school diploma or GED.

Experience: No experience required, but must obtain required certifications and licenses within timeframes listed below.

Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above requirements.

Desirable Qualifications:

  • Previous asphalt paving experience including: screed operation, asphalt raking, and compacting.
  • Previous experience operating heavy equipment for: grading, road building, pipe work, and site prep.
  • Previous experience with forming, pouring, and finishing of concrete.
  • Previous underground construction experience.
  • Following Licenses and training:
    • Class A CDL with tanker and air brake endorsements.
    • TCT, TCS, and Flagger cards.
    • Completion of basic first aid and CPR training.

SPECIAL REQUIREMENTS

Certificates: Must obtain basic first aid, CPR, Competent Person, and Flagging certifications within six (6) months of appointment.

License: Possession of a current and valid Driver's License, proof of Motor Vehicle Insurance and acceptable driving record. Must have a Class B CDL within 6 months of hire.

Ability to obtain an Oregon Class A license with tanker and air brake endorsements within the first 6 months of hire may present the opportunity to advance to a Utility Worker II classification.
