The Self-Sufficiency Program, which is part of the Oregon Department of Human Services (ODHS), is looking for a talented individual to serve as an Operations Manager at the Medford ODHS Office. This position will be Community-Based: The Collaborative Office.

Summary of Duties

As the District 8 Medford Operations Manager doing community-based, which includes working in Josephine County, you will:

  • Provide leadership and perform administrative functions to carry out objectives and goals of the department, and to implement the department's vision using local community resources and department staff and programs.
  • The position partners with the community to develop culturally appropriate services to meet the needs of individuals and families. The position actively solicits and engages diverse groups in program planning and development.
  • The Operations Manager is responsible for the daily function of the SSP Community-Based Collaborative Office including management of Community Outreach Team Members which could include Human Service Specialist 1`s, HSS3`s, Family coaches, Admin Specialist 2`s, Engagement Specialists, Community Partnership Coordinators and HSS4`s.  The position manages and directs collaboration efforts by assigning work procedures consistent with the department's policies, recommending revisions to department policies and procedures, establishing work schedules, and monitoring work performed by Community Outreach staff to meet agreed-upon goals, objectives, and targets.
  • This position will work directly in collaboration with ODHS child welfare as part of Family Preservation efforts and Family First initiatives to support children and families in our communities.
  • The position actively seeks to achieve the ODHS goals of integrity, stewardship, responsibility, respect, service equity, innovation, and professionalism.
  • The position anticipates agency needs and direction and communicates that vision to staff and the community so that effective change can occur when needed. Represents the Self-Sufficiency Program Vision Into Action.

  • The position facilitates community and agency presentations and forums.
  • This includes culture, language, national origin, class, race, age ethnic background, disability, stage of development, religion, gender, sexual orientation, and other differences/diversity factors.

Minimum qualifications

Four Years of lead work, supervision, or progressively related experience.

OR

One year of related experience and a bachelor`s degree in a related field.

Finds common ground and gets cooperation without disruption to workflows or interpersonal relationships, has experience setting appropriate boundaries.
  • Experience and knowledge of SSP, CW and APD programs, policies, and procedures. Ideal candidates will have experience with responsibility for program/project leadership with strong follow-through.
  • Demonstrated ability to lead through change and support agency missions.

Working conditions

  • Your work will take place in an office setting, this is not a remote position.
  • This is a permanent, full-time position and is a Management Service, Supervisory position and is not represented by a union.  
  • Work is on a district-wide basis with a diverse group of ODHS staff, local government officials, private nonprofits, clients, and other partners and service providers. 
  • You will interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling their emotions.
  • May work with multiple partners with conflicting requirements or agendas. 
  • Much of the work is performed under time pressure or adverse circumstances. 
  • Will work in a variety of community settings including partner agencies, and community events that at times will be outdoors.
  • Travel.  You must have a valid driver's license and an acceptable driving record.  If not, you must provide an alternate method of transportation. You will travel to meet with various stakeholders and patrons, and work will be done from numerous locations.
  • Non-traditional work hours. The person in this position works a professional work week, and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that work hours may vary from day to day, week to week. This position will need to be available to be on-call for emergent needs within Self Sufficiency Program. The hiring manager will work with the incumbent to determine work schedule specifics.
